Report on Ordinance 9 of 1886.

I have examined the

accompanying Ordinance, entitled "The "Religious Ceremonies and Festivals __ "Ordinance 1886," and I am of opinion that the Ordinance is one which is

not contrary to the Governor's

Instructions.

The object of this Ordmaner is to regulate Chinese Ceremonies and Religious Festivals.

Except in special cases the Ordinance is not to apply to Chinese funeralo or marriage prosessions thus relieving the Chinese of many formalities which they had to fulfil
